You'll need to activate the Meridian Lens for it. So yes, every player will see it individually.

during "Crossing the Wall" quest (part of Solstice storyline), it doesn't matter if you participated in the event or not. This behavior is intended as ZOS explained earlier in the year. If you don't complete the Writhing Fortress in the 1-week timeframe of unlocking Eastern Solstice for your server, the only thing that you will miss out on is a single title-granting Achievement.
Nod on PC/NA I've determined that looking for stone husk fragments is less grindy and more fun than the event, so that that's what I'm doing. The Worm Cult can have Solstice. Long Live the King of Worms.
Doubt the wall will actually fall. More like breaching it to pass through. The wall factors into some quests and I doubt they'd rewrite earlier quest dialogue to accommodate it.
Could create a separate instance of the zone after completing certain quest objectives. But the fact the siege camps will remain as the zone incursions after the event makes me think the wall will remain, just with places to pass through to eastern Solstice.
