I disagree that "the whole ESO community" is united about this. But clearly I'm "almost nobody," so my opinion doesn't matter. And I suppose that all of the players I see actively participating in the event must be nobodies, too. It's nice to know we have no importance at all as compared to the very vocal "everybodies."
Lets give them ONE World Boss in Phase Two... and also, wait for it... Lets open up fighting at TWO camps at the same time. Now they have plenty to do.... stupid.
That's actually not a new quest but the next quest stage of a quest that started in phase 1. I guess it will end with phase 3.
It's also a bit bugged, though. If a character has not started the quest in phase 1, but accepts it now, the dialogue doesn't make any sense because parts are missing.
Phase 2 has a new world boss. It's West of the main camp at the shore.
Phase 3 will have the new dungeon.

Don't forget this The Writhing Fortress (new dungeon) is only going to be up for 1 Week then removed from game (not sure what they were thinking of when they decided on this)
i watched zos' little explanatory video 2-3 weeks ago, and i swear they said phase 2 would include some new area, like underground tunneling under the wall and fighting some kind of world boss. i must have heard wrong. phase 2 seems identical to phase 1, barring some extremely minor differences in the daily quests. and if that's all phase 2 is, it's incredibly boring. phase 1 was boring enough. sheesh. i know i don't have to 'do' it if i don't want to, but i did pay for the season pass, and the event so far is very lackluster. i mean, i had hopes that phase 2 would mix things up a bit. nope, same platter as 1

Despite all this, I have found something very amusing in this whole situation.
There's an NPC in the Solstice base, a male Nord, who seems to have been thrown through a Crown crate and rolled out of the other side wearing the most outrageous costume combinations. Yesterday I saw him wearing the Khajiit festival outfit, and figured it was odd, and then later he had a completely different getup.
Today he's sporting a majestic dress, which leaves his chest hair in full display while he's doing jumping jacks and pushups. He may not be out there slaying Daedra, but he's right here slaying just the same.
I'll be keeping an eye out for him from now on, for sure.
