Enemies have started ignoring some of my attacks

This has been happening ever since Solstice launched, but since I haven't seen anyone else complain about it I'm not sure it's actually a bug or if it's some intended immunity mobs get? As you can see, the first three of my five light attacks are just ignored before damage starts registering.
