Stuttering/freezing/locking up PC in loading screen

    Try this:
If you have lag problems in ESO since a specific windows 11 update (24h2) (especially during loading screens and occasionaly in game), find you processor specs, it's number of cores and number of threads, open your ESO UserSettings.txt file and find these 3 settings:

    SET MaxCoresToUse.4
-> here enter the number of cores for your processor multiplied by 3/4 (n*3/4) (round to the higher integer if the result is not an integer)
    SET RequestedNumJobThreads
-> here enter the number of threads for your processor multiplied by 2/3 (n*2/3) (round to the higher integer if the result is not an integer)
    SET RequestedNumWorkerThreads
-> here enter the number of threads for your processor multiplied by 2/3 (n*2/3) (round to the higher integer if the result is not an integer)

It solved the lag problems for me, don't modify if you have no lag.

I changed the value of the line SET MaxCoresToUse.4 "-1" to "2".
Once that was done, I tested the game under the same conditions as when the freezing issue occurred, and at no point did the game reach 100% processing, which normally caused the game to freeze and crash.

Change the 3 lines and test for a few days ;)

I used your math first, and that didn't work for me---perhaps because I only have 6 cores?---but then I set all 3 lines to "2" and I haven't had a problem all with the loading screen freeze or any stuttering for the last 2 1/2 days. Thank you for this!

If I do run into those problems again, I will check back in here to say so.

@Masteroshi430 Thanks a lot! That worked, no more lag/freeze/unable to access my pc during loading screen or when entering crowded areas. I can even play at max graphics no issues.

Also tried process lasso, it helped letting me have access to pc but still experienced all of the issues.

    Great!

@ZOS_Kevin I hope someone is working on applying something similar to users with default settings to avoid these problems in the future.

This solved mine, as well. Thank you so much you're a lifesaver!

I have been trouble shooting the same thing but going off my BSODs that were occurring only with ESO eating 100% CPU and not when other applications were like Handbrake. Someone mentioned the Windows update being a problem, probably seeing them on here, so I updated mine to only use half of my i7 cores and threads (the 3/4 didn't resolve it) and the came is playable again.

I was struggling since the last update with this, tried 1.000.000 things on my PC and ESO and was nearly surrendering. Then I saw this post. I have a Intel Core i7-9700K and set all mentioned settings from "-1" to "6". Now ESO runs like a charm. I cannot express how grateful I am that you took the time to post here and help me and others.

Are you actually looking into the problem and a solution? This issue is unique to ESO - I don't have any of these problems with other games.

    In U47 the patch notes:
If your CPU has six cores or less, you will see improved game client performance. Previously, seemingly random performance drops could occur due to thread contention.

Will try this when I get to my PC in a week. I've been struggling with this for months

Unfortunately the fix did not work for me. The game has been unplayable now for well over a year, and I was forced to roll back to Windows 10 when the problems first started. Now I decided to upgrade to Windows 11 again after the 25H2 release to see if they had fixed it, but no, still the same. Have the devs given up on this? The symptoms for me are random freezing when moving around and teleporting, random frame drops, laggy loading screens taking extra long to finish, and it gets progressively worse the longer I play until it crashes and locks up the PC, requiring a hard reboot.

Another voice to "it did not fix this for me".

I had to upgrade to Win11, and the game became unplayable. I eliminated lots of other possible causes. The only thing left: Windows 11 to blame.

It's the only game with this problem. It's ESO, not us.

My CPU is i3-9000F. Anyone else with a similar one and this problem?
Glory to you and your Dunmer House!

And talking to their support is proving useless; I've now had two agents ask me to do the same thing, which didn't work the first time. It is like talking to an AI. My impression is they don't seem genuinely interested in fixing it and just hope we go away. I guess I'm going back to Windows 10 permanently.

I'll see how this works on my 9700K. However since the issues have been occurring since I upgraded to Windows 11 (25H2) I am not exactly hopeful it will work.

Update: it kinda worked. Things are generally smoother... but not back to Windows 10, no need to make these changes, smoothness. And occasionally I will get a complete freeze for a few seconds, before the game resumes again.
