Hooke (Faded Scarlets quest NPC) is justice tagging

Quest NPCs are supposed to NOT trigger bounty. I just had Hooke trigger it when looting the thieves' trove in the basement of the Caelum Vineyard.

The fact that not all quest NPCs (especially those you get tagging along) do so IS a bug.0
