There are
years of unanswered questions about this, whether it's a bug or what. To the point where it's even leading to some conspiracy theories (I've encountered in Discords and in-game)
After certain conversations, AFAIK now, it's
not quite a bug exactly. So I'm making this post here to ask for this officially. And to notify other players: because many don't even realize this until they need to buy an item, which can take years because of the vicious multi-layer RNG. (Sort of a separate problem; link just for reference:
https://forums.elderscrollsonline.com/en/discussion/683736/removing-map-based-leads ) The game generally sets up buyability as an option for unlocked Antiquities (otherwise, what's the point of 3/3?) so I know some players who've been aggravated to learn their months of grinding to unlock a specific item was meaningless. Maybe some Housing folks will learn of this problem just thanks to this post here in the Systems / Housing section.
Personally I've quit West Weald Antiquities due to the combination of these two problems. Likewise in Solstice (and
Eastern Solstice is looking dire too):

It's sad most of us don't actually get to
use most of these furnishings, and it's a waste all around – of the Housing team's great work, and the Housing community's time and goodwill.
