Off the top of my head, I ruled out any sets that require conditions or procs. That leaves Law of Juilianos and Hunding's Rage - each gives you 300 weapon/spell damage as their five piece bonus. I'll be interested to see if I missed any other good craftible options.
PC NA(no Steam), PvE, mostly solo

Weapon and Spell Damage Ive gotten up to 49.9%
    Using Julianos
    Order of Wrath and Magnus

I consistently run into stamina problems and have tried tried swap out armor for medium.
However that just results in a quicker health loss.

Clever gives 804 by itself and new moon gives 530.

    There may be others.

Note that these are base damage numbers and are impacted by modifiers like major/minor sorcery/brutality, armor passives, continuous, etc.

Clever with major and minor, contiuous and 5 pieces of medium (40%) equals 1125.6 damage.

Throw in six percent for plar. This stuff adds up a lot.

The highest I am aware of for craftable sets is Kvatch Gladiator which gives 1604 when the target is below 25% health.

Then there is Pelinal's Wrath. Which gives 1258 Weapon/Spell Damage at 10 stacks, but also does 10% of your health as Oblivion damage to you.

As mentioned there is Clever Alchemist with 804 with a potion proc'ed, but to keep max uptime you will need to use potion cooldown reduction glyphs on the jewelry meaning you cannot use weapon and spell power glyphs on the jewelry.

Red Eagles Fury, gives 727 Weapon and Spell damage, but only to Weapon skills and increases their cost by 5%.

Diamonds Victory gives 695 but with complicated proc conditions. You need to use a ranged ability to gain the bonus to melee ability and a melee ability to gain the bonus to ranged abilities.

Then there is Shattered Fate which gives 687 Weapon and Spell Damage, if you wear 10 pieces the equivilant of two sets.

New Moon Acolyte give 530 with a 5% increase to ability costs. This probably the easiest condition to meet.

These are all base values, adding buffs and bonuses will amplify the total.

if your doing a stam focused build you want medium armor, as that reduces cost and increases recovery increasing sustain

you dont mention what armor weight your using, and weapon/spell dmg is not a % so im guessing your mixing your crit chance with dmg lol

I think you are correct! I am even more confused now.
Does the Magicka / Stamina point allocation on the character tab impact Spell and Weapon %?
Most of my characters now are at 49.9
My Assassin character is at 52%
It seems this occurred when I redid the attributes
