The wall, is just a wall. Sure they say the seas are particularly rough around, maybe the only "safe" approach is on the west. Portals could also compromised or hijacked, and portal rituals need to be more complex to move large numbers.

We do know that the wall's energy messes with portal magic. If there's even more of that bad juju on the eastern side, you probably wouldn't want to risk a teleporter malfunction trying to send people over there.

Have you not seen what portal to Coldharbor did to the members of the infiltration squad Mages and Fighters Guild in the Main quest? The vestige had to extricate them from various unsavory places.
