ESO's problem is that an add kited passed its patrol zone boundary keeps running after you and keeps you in-combat. A fix to that could be to enforce boundary rules more tightly, though this could be open to some abuse, such as a player pulling away from a multi-player fight in order to drop combat and switch gear or skills.

Like other issues like combat balance, they should implement different rules for PVE and PVP.
I found that laying down an AoE DoT, like hail or walls of element tend to get enemies who chased you too long to give up.I really wouldn't mind it TOO much if the mob didn't hit you once and then turn invincible and WALK away. Now I have to follow you ALL the way back because you couldn't leave well enough alone and made me wait after I let you live.
