Dungeon Hardmodes guarantee Motif drops, but Motifs can drop in any difficulty.
Veteran has a higher chance than Normal, but not guaranteed to drop for either.

For vet non HM usually only one person gets the page. Sometimes two. The chances are not guaranteed.

For normal mode the chance is like 1 in a million.

If only the Undaunted boxes from the event had a higher chance of dropping the motif from the corresponding dungeon...
