Should Crown Store DLC offerings be merged into expansions, or otherwise simplified?

Currently Crown Store offers a plethora of Dungeon, or otherwise Minor DLCs that are not included in any of large packages, even the Premium 2025 Pass. How about we merge, or otherwise simplify these?

There’s story-oriented people who don’t want dungeons and dungeon-oriented people who don’t care about the overland dlc. For both, it’d be a waste of money.[PC/NA] Dungeoneer (Tank/DPS), Semi-retired Trialist, and amateur Battlegrounder (DPS) with a passion for The Elder Scrolls lore.

They do not need to permanently merge dungeon and zone dlc with chapters.
Another bundle that has everything alongside separate purchases for everything would be fine though.
If the post's idea is to add another content pass version that has all dlc?
