There were several players moving through but they were not getting Jakalor to come out. I left the game for a time, came back in and he still didn't show. I waited for a time, playing with my scribed skill but nothing came out. I was about to leave the dungeon unfulfilled, then noticed Jakalor finally appeared.
Is there something special that should have happened to make Jakalor appear or did I just get lucky this round?

Really long timer. We, those that came and myself, waited more than 15 minutes and nothing happened.

Group Finder was introduced for players to find groups for specific activities even when they aren't in a guild. They have greatly expanded solo players access to trials in particular. No more being locked out of a trial skill style because you aren't in a trials guild.

A player choosing not to partake in content that was designed to be accessible to them (as all normal group content is and they continue to make improvements on that) is not the same thing as content designed from the ground up not to include them. Farming is a traditional part of MMOs. Nothing is wrong with that. Those 2800 CP also bought the game and have the right to all the zones. If you were seeing bots then that would warrant a complaint for sure. For context: I just created my first toon on PCEU a couple of days ago. Very slow at everything (drives me nuts), but I did not have any issues with finding resources/competing with someone (and at this stage with an empty craft bag I collect everything that is not nailed down).
I think the people who complain about needing more difficulty are the same players that farm in newb zones like Bal Foyen. I saw two there this day each were over 2800 CP. They were not doing a quest, they were racing from one resource node to another, completing with low levels and each other. One of the two worked the same area for more than 20 minutes so it wasn't a casual find.

I'm not trying to be mean. They have done a ton of stuff recently to make grouping more accessible for solo players. The group finder was a huge deal in that, for example. It changed the PUG trials scene hugely. I actually got to do vet trials that I couldn't before. And players that were scared to try normal trials actually got stuff done they never thought they would. I met them in my pickup groups all the time. "I normally just quest. Can you explain how this works? Sure! So for this boss xyz." Happens all the time on console.
I also didn't state that there should be nothing for solo players and let you know about stuff that recently dropped and stuff that is planned. I honestly thought you'd be happy to hear about story mode for dungeons being a planned feature. 🤷🏿♀️

Fair question. Caveat of "this is still in development" but part of this feature will include proper incentives to opting into more difficult content, without making it feel like you are being punished for not doing it.
But if the people with lesser difficulty can just do the content for you while you have higher difficulty enabled, doesn't it defeat the purpose of better rewards or whatever incentives you guys are planning on?

Your question cannot be answered without going into the specifics of the implementation of this feature. They gave us the broad parameters that guide development. That's already pretty generous in terms of communicating about something that is still in development.
