ESO Stutters, Lags, Freezes, and uses 90%+ CPU after upgrading to Windows 11

Playing ESO on Windows 10, I had no issues. Could dive into the super-crowded dolmens of Alik'r Desert with absolutely no stuttering or lag, for instance.
I upgraded to Windows 11 a couple days ago. This is the same machine, with the same parts. Now there's slight stuttering when horseback riding in towns, more stuttering in crowded areas like the Luxury Vendor on Friday night, and outright freezing for half the fight at an Alik'r dolmen.
When it's stuttering or freezing like this, Task Manager shows that ESO is using more than 90% CPU. Again, that's something it never did while I was on Windows 10.
I haven't changed any settings, or changed any addons I'm using.
Why the sudden downgrade in game quality for Windows 11?

✭✭✭✭✭I imagine there's a setting a Windows 11 user can point you to, but make sure you resolve the issue before you run out of time to reverse the upgrade. Sorry I can't be more helpful but I've not personally come across a single reason to upgrade from Windows 10, there being several ways of dealing with the loss of free MS support next month.1 -
