why can't i advance my achievements across multiple characters

I completed necrom on one toon and gold road on another, I have both achievements but Ithelia's fury quest will not start. If the achievements are account wide why aren't they working porperly. This same issue is happening with reach and western skyrim, completed both but "end of eternity" quest will not start.

I believe the "bonus quest" from doing both halves of a story is based on quest completion not achievement completion. Quests are per-character.

This is it. The Necrom and West Weald main quests — not their related achievements — are the prerequisites for the epilogue “capper” quest sequence. The game checks that you’re using a character who has done both questlines. This is working as intended, per the comments from Kevin from when West Weald was first released.

^^ This. Achievements are unlocked account-wide by completing the quests they are associated with, but quest advancement is based purely on each character's quest log.
