Are Scribing drops (such as Luminous Ink from resource nodes) account wide?

NA PC and EU PC. Can someone please confirm from personal experience whether or not scribing items drop for other characters on the account who have not completed the scribing quests? I completed all of the scribing quests on one character. I then took my dedicated node-harvesting character out for a little farming. After roughly 100 resource nodes, no Luminous Ink. I see that the drop-rate is "rarely" . . . so that's probably less than 1 out of 100? Can someone please confirm if all scribing drops are account wide. I have seen that characters cannot use a scribing altar even though that achievement is account wide. But several helpful ESO websites indicate that completing the "Wing" quests make scribing drops account wide, even if other characters have not performed the quests.

I can confirm I've had ink drop from a mob on a character who's never done either the Netch or Gryphon quests. Happened yesterday.

It's really rare. Like once in a blue moon for me.

I can also confirm it is account wide. I have quite a few characters who have never done any scribing quests, and they all find ink now and again.

Speaking as someone who has recently been spending many hours searching nodes for an Oakensoul Lead. I found zero Luminous Ink. However, they pop up in Treasure Chests on a regular basis, virtualy every chest I open contains at least one.

Not Luminous Ink, but I have no character higher than 22 on PC NA, and I have Affix Script Beserk and Signature Script Gladiator's Tenacity sitting in my bank as none can access Scribing yet to use them.

I've been getting Luminous Ink from resource nodes on all my characters over the last year, despite only 1 character doing the wing quests. Unless something changed with recent event, it is account wide. You can even see the wing completion Upgrades under Collectibles on all characters.
