[Gold Road Spoilers] Could Nocturnal's Skeleton Key Be Used To Open A Closed Path?

Since the Abolisher is no longer functional, could Nocturnal's Skeleton Key be used to reopen the path leading to Ithelia? The lore seemingly implies this, even in ESO's Clockwork City storyline:

    Now THIS is an interesting queestion. I mean Nocturnal's key can "unlock" someones potential, and Merunes' razor is implied to have been used to make Mankar camoran dragonborn.

    When my voice returned, it spoke with another tongue. After three nights I could speak fire.

    Red-drink, razor-fed, I had glimpsed the path unto the garden, and knew that to inform others of its harbor I had to first drown myself in search's sea.

    The distance between what people use daedric artefacts for and the limit of what they can do may be vast, indeed.
