Streak and Javelin prioritized over Fear?

I have experienced both of thesevery frequently since the update.
1. I fear a player and then they streak away only to be feared where they landed (out of range) instead of next to me.
2. I fear a player and then a javelin comes out of their feared body, knocking me back.

How are players able to complete these skills after being feared but before breaking free?

    Both players have a certain latency and technically you play in different realities, set apart by roughly the sum of both latencies. Being tolerant on the input delay avoids frustration on one players side by shifting some of the trouble to the other player. This is a physical and technological issue that ZOS can not solve, they can only shift around the amount of discomfort each player has to endure.

    That sounds about right. It's incredibly frustrating as a melee player trying to keep an enemy close enough to hit, but I can't because the game is fighting me too.
