Are sets a solution to ball groups ?

Take 5 (I think ?) of trying to nerf organised groups by releasing a set made specifically to counter them. Plaguebreak, vicious death, rush of agony and dark convergence haven't worked. Do you think that Spellshredder will succeed where others have failed ? Of course, I wouldn't want to influence you

Alp✭✭✭✭✭I had an idea to just do new pvp "sets" that are more in line with the Vengeance campaign. Like no mixing and matching, just one uniform that only works in pvp areas. But I doubt it would fix "ball groups" since that seems to just have turned into slang for organised groups that work together and communicate.0 -
