I don’t play ToT anymore either so I did the Cormount dailies that were pre-Elsweyr instead. I think it took about two weeks to get max rapport, including doing his quests.

By “an inch from full rapport,” do you mean the end of the visual line? He doesn’t need to be there to reach max rapport. The end of the line is 5500, but 4000 represents the start of the highest rapport tier. Any rapport beyond 4000 is purely visual and has no impact on gameplay.

XP gain does not impact companion rapport, so potions will not help rapport. (It’s the other way around, actually: rapport tier impacts XP gained by the companion.)

Rapport is on a per-character basis, unlike his level (which is account-wide), so having completed his questline on three different characters won’t help rapport on any other characters. If you are doing dailies on different characters, they only count on the character you’re doing them on. Rapport is different from level in that way.

If you have completed his personal questline, he must have reached at least at 3500 rapport out of the 4000 that represents the max tier of rapport, as the last quest is not available until 3000 and it grants 500 rapport. Four of his +125 dailies *on that same character* will get him there, as long as he doesn’t lose rapport in the meantime.
