'Western Solstice Pathfinder' requires Eastern Solstice locations?

According to the achievements details, locations in the yet to be released and differently named zone 'Eastern Solstice' are necessary to finish this achievement. Is this a bug or is the name given just misleading?

    The achievement description does say Western and Eastern, but all other achievements are Western Solstice only. As it stands it cannot be completed for ~6 months when Eastern solstice becomes accessible.

    It seems like an oversight, given its inconsistency with other Western only achievements.

    There is currently no achievement that requires the Pathfinder achievement and it does not have a reward of its own.
    So why is this a problem?

    And yet, this is also the very first time they are giving us half a zone immediately and another half later. I don't think it's unreasonable to also delay an achievement until the second half unlocks.

    Yet none of the other achivements do this - delves, world bosses, daily quests etc. - they are Western Solstice only
