Killing Gorbu

Gorbu is a shady character in Anvil (Gorbu is an Orc commoner who can be found in Anvil.). My assassin can go about killing all sorts of other characters in Anvil, but when I killed Gorbu, with no witnesses about, I got nailed with a bounty on my head.
Why? What flags Gorbu as "special"?

Gorbu must be a snitch for the local constabulary.

You can find him evidently robbing other NPCs, and saying things like ""This chapel would make a right fine tavern. Just gotta clean out those rot-tusk priests."
