Cannot Access Scribing: Owned Gold Road/Scribing BEFORE U46

I purchased Gold Road to gain access to scribing on June 1st, before it would be taken down for the month of June. The advertisement from ZOS said to purchase Gold Road quickly if I wanted to gain access to scribing during this time.
But now it seems that the NPCs to complete the intro quest to access scribing have been removed from the game entirely. Again, I purchased Gold Road and saw that scribing was unlocked on my account in the store prior to U46.
I have been unable to get any official response from ZOS on this issue. Is this a bug, or a miscommunication/false advertisement for purchasing Gold Road prior to U46?

✭I still see introduction NPC in Mournhold and I own Gold Road since its release. It looks like maybe you bought it on June 1st but the payment went on June 2nd or something.
