Is Banner Bearer grimoire purchase bugged?

I have a main character at 10 in Support.
I now want to purchase Banner Bearer grimoire on an alt character that has 3 in Support, but I can't because the grimoire in the store remains red saying I need the achievement for level 5 in Support.
Is this working as intended?
I don't understand this because this is a new character (CP level reached) but it can purchase ANY other grimoire: Trample or whichever else! It's just Banner Bearer that remains red and impossible to buy.

I'd like to know if this is a bug or if it's like this for everybody.
Since Alliance skill lines are on sale right now, I'd also like to know if purchasing the Alliance level 10 for my alt character would let it be able to purchase Banner Bearer, or if it is in fact a bug and I would only waste my crowns...

I believe you need lvl 5 in Assault/Support to use it.

Isn't this "weird"?
Because I can use the other grimoires without having met the level requirements with the alt characters...

Nope.The other grimoires have requirements attached to them as well. Perhaps less noticeable because they're easier to fulfill because their respective skill lines level up organically during character progression. ie.. the weapon skill grimoires require the Apprentice achievement in each of their skill lines to purchase the grimoire.

Nope.The other grimoires have requirements attached to them as well. Ok but that's the fact - my alts only have Destro staff to 50 and every other weapon line to 0 but they can purchase any grimoire, except Banner Bearer...

It is clearly bugged in the sense that the tooltip says one thing (locked behind an account-wide achievement) but the coding does another (requires that character to have reached rank 5). They can't both be working as intended, as they're contradictory for alts. And yes, it "works" this way for everyone.

ZOS needs to decide which implementation they actually want and fix the incorrect one.

THANK YOU VERY MUCH! This was the answer I was searching for...

In my opinion, it should work like every other grimoire and let any alt character buy it since the achievement is account wide like every other.
And I say this when I have already purchased the Alliance skill lines: I shouldn't have to!

I know I could have farmed AP to level 5 which is not hard, but oh whatever...
Hope they fix this the proper way asap, so that I can purchase the grimoire on my other alts without opening the wallet - such a cool skill!

This is built into the game it’s not weird. You’re just under leveled on one character.

UPDATE: Zos decided! Rejoice everyone! I wanted to do the introductory quest for scribing on my alts before the system goes on pause when U46 hits consoles... With my surprise, I am now able to purchase Banner Bearer even on characters that have just 3 in Support! THANK YOU ZOS!

Now it works as it should, happy me

Btw, didn't see this fix mentioned anywhere.
