Enigmatic✭✭✭Experiencing this issue now on PC NA.
Completed the quest on the 8th July and got the achievement "Champion of High Isle".
Have not unlocked the "Diplomat's" fragment.
If I'm honest, I'm not seeing any of the other fragments dropping either from Public Dungeons, delves, vents or WB and I've been running multiple of those across characters.

Yep this is still an issue on Xbox EU and PC NA0 -

ChelaDog✭I have the issue and also opened a ticket. Also, same issue with at least three other fragments, all involving quest completion.0
