When running/galloping, why do other players sometimes flip or block you?

This happens occasionally with writ turn in at Vivec City docks. I am galloping towards the boxes on the straight dock, and approach head-on another rider who should pass through me (and usually does), but this time I get flipped up in the air and slowed down. Not unlike an interaction with a city guard.

Is this an alliance war thing? I only went into Cyrodil long enough to unlock Vigor.

    There's a bump in the planks on the dock to the writ turn-in crates. If you are galloping and go over those particular planks it'll cause some air time. Meeting a player at the same time is a coincidence.

    Ah yes, it's the invisible ramp. Sometimes it doesn't happen, though, so no idea if it's a bump on the dock itself or something else.

    I think maybe it depends on the specific instance you're in, although I don't know why or how some instances would be any different than the others as far as the data for the fixed environment. All I know is that, yes, sometimes the bump is obvious and severe, whereas other times it's like the bump isn't there at all. I think it's a symptom of Vivec's slowly failing grip on his godlike powers.

    Mostly just has to do with the angle you hit it. Usually, a decently slanted angle will avoid it.

    There's a lot of little steps and ramps like that in this game. I usually find myself running up and down stairwells at 45 degree angles just out of habit because it's so ingrained from doing it in Cyrodiil when I'm using the stage4 vamp invisibility sprint. Can't afford to loose invis at the worst possible time because of some slight floating-point inaccuracies!
