Kills With Scribed Abilities Not Building Ultimate

Some of my characters frequently use offensive scribed abilities. As I was working on today's endeavor to use ultimates twice I noticed that my ultimate counter was not increasing at all when I killed any kind of enemy with scribed abilities. Is this an intended feature or a bug.

c363b✭✭✭I should have mentioned that kills with weapons and with ordinary abilities generate ultimate normally. It is only when I use just the scribed abilities that no ultimate is produced.0

✭Ultimate starts to reg if you casted a light attack on an enemy or you blocked damage.
For example if you use the beam from the arcanist only, then it won't regen the ultimate either.3 -
