I've seen summoners, but not with an Oblivion portal.

I'm sure I've seen them in other older zones also just not in this one. Darn, was hoping maybe ZoS started adding some new interactions to older content.

I went to pick up a woodworking survey in Shadowfen during the week, and found a quest marker I'd never seen before. Have collected that survey many times. Was a quest about poison gas. Wondering when that was added.

I once read that some npcs turn into werewolves if attacked (or turned aggressive because they caught someone stealing from them) - do they turn back to humanoids after a while or do they remain in werewolf form? If they don't change back, maybe that's what you saw: The attacker or thief fled and the npc returned to their normal schedule, without changing back to human.

It's a random encounter and can happen in all basegame zones (there's spots on the maps where they can occur, but it's really a dozen of different places or so). Usually not in or near cities, though.

It would probably also spawn visibly for you if another player just does that quest? But I can't really remember anymore where that quest even was.
