Why is there no under-50 IC campaign?

It's pretty dumb that if I wanna knock out the questline in IC and get the skyshards on a new character that I have to go into a campaign with fully kitted out sweatlord nightblades ganking me with zero chance of doing anything lol.

It'd be nice if there was a sub-50 campaign so I have a chance of doing something at least

    It's simply just not populated enough for them to have an entire server open for it.

    It's not a cyro server, it's an IC server, which already barely has people in it. Why not add a sub-50 one like cyro?

    Dude, regular and no-CP IC are both ghost towns. Why add another one which will just have more tumbleweeds?

    PCEU CP IC does have population and I´d argue that´s where the most "competitive" PvP actually happens (if you could argue ESO has any competitive aspects to begin with) between strong 2-3 man comps.

    To answer the question:
    There used to be a sub 50 IC. It was removed because it literally had 0 population. Another reason it was removed was because people who knew how to abuse the battlescaling mechanics properly (mainly with things like werewolf + imperial physique) could more or less afk farm telvar like nothing else. There is a infamous incident on PCEU where one individual crashed the entire reagent market on PCEU after buying reagent bags for 50 mill+ telvar. Currently we see similar things happen on NOCP IC on PCEU where a small group has the zone hostage and will go to some extreme lengths to prevent anyone from outside their circle to even exist inside the zone.

    I personally would take it one step further to actually only have one IC zone (have it be the current CP version). That way we can remove all the telvar/gold sellers and actually have a zone that feels more populated.

    Sad but true. Even if there were you would have OP toons killing any newbies so it would end up as such. Now a Vengeance type IC, with limited sets "might" be ok but most probably boring unless you added some actual campaigns with rewards(a reason to play there)

    @Veinblood1965 A Vengeance IC campaign would be fun. Or go full insanity and make PVE builds as effecting in PVP in IC as they are in PVE. :D

    The reality is that most of the time I can go into CP IC on PS-NA and take all the flags by myself because there is nobody there. During the few IC-included events, if you go in with 2-5 friends, you turn into Atilla the Hun because its a mess of noobs, questers, and infrequent PVP players on old builds. It needs a total overhaul, but the problem is we saw how they "fixed" BGs. No thank you.

    Because there's a farming component of Imperial City, people could use geared-up under-50 characters to farm it safely (I guess they could nerf the Tel Var gain, but that would probably feel bad, too). In addition to there being population concerns.

    Another difference from Cyrodiil is that you don't want your Cyrodiil faction to be population-capped with level 20s, so it makes sense to give them their own campaign, as well as there being somewhat more people for it than for IC.
