Do i need one of every toon to access the skill lines of all or do i need one toon at level 50?

You don't need an alt character, you do a quick quest to unlock subclassing. Then you get new subcategory in your "class section"(where you see your class skill lines) called "subclassing" and there choose the skill line you want (all skill lines are available without the need to have a specific alt character...) and the one you want to change it for, and then exp that new skill line.

I think the caveat is, if you do not have alts that are already level 50 in each class, then when you select a subclass, you cannot change it again until that subclass skill line is fully leveled. I think that is the advantage of having alt characters with all classes fully leveled already. Now, I could be wrong on that, but I believe that's what I read is the difference between having alts classes fully leveled versus not having other classes fully leveled on alts.
