Not sure Lightning heavies need another buff lol. But if it wasn’t for that I wouldn’t see any downside to it. Heavy attacks in general are extremely unbalanced between weapon types and game modes.

They made a mythic that increases their power by 50%. I think we have a bigger issue there.

If Energized is increased to 10%, it will definitely help build diversity, such as better combo reactions with Necro's Archer, Mystic Syphon, etc. At the same time, it will also make Kazpian, Prior Thierric, etc. more attractive.
And there is no very strong shock damage set at present, in log we have Nirn(Bleed damage), Whorl of the Depths( Frost damage), Null Arca(Physical damage ,U46), Azureblight( Disease damage), Runecarver(Flame damage), etc., but no (or very few) good enough Magic Damage, Poison Damage, Shock Damage dps-sets. Some people may say Corpseburster is Magic Damage, but with the nerf to the U46 corpse mechanic and the fact that it is only usable on Necro, there is still no Magic Damage set that is suitable for all players.
Even if we can't increase Energized to 10%, if ZOS provides us with good enough Magic Damage, Poison Damage, and Shock Damage end-game dps-sets, I think it's an acceptable compromise.

Yes and if they did that I would support a buff to energized. You can’t just ignore one of the most significant sources of lightning damage in the game when advocating for buffs to something…

I think, buffing energized to 15% (or make energized 10% and add an additional debuff to lightning splash that adds another 5% shock damage taken) and adding some more options for shock damage in terms of actually usable skills (spammable and delayed burst which are ideally multi-hit abilities) and a buff to the concussed status effect, storm-cursed could fill that role of a nice shock damage DPS set.

I've read some about the possibilities of Storm-Cursed in U46, but no offense, I still think the shortcomings you mention are bad enough
Storm-Cursed In addition to what you mentioned
1. There is a lack of sufficient impact damage sources to proc it, so the proc conditions are strict
2. Quite low proc chance
3. Insufficient DPS damage to a single target
There are also the following disadvantages
4. Poor bonuses (Maximum Magicka, Offensive Penetration)
5. The range is too small, only 5 feet
6. The number of targets is too small, only 2 additional targets

I agree, NB got a pretty crazy buff in U46, which is really puzzling. Although NB was not popular in PVE before, U46 still gave NB too many buffs. Now many of the best data are inseparable from the Assassination line, but the developers chose to nerf Pillager, Azureblight and other sets, and it seems that they are determined to push NB to the throne of U46.
