Scribing Skill - Banner should be 1 bar enabled

Previously it somewhat made sense to require banner to be on both bars because it was an activated skill with no cost (just a penalty) - similar to the old 2014/15 magelight or currently sorc pets.
However now that banner has an active cost much like NB Cloak or Vamp weapon spell dmg buff it should be 1 bar enabled so that you can toggle it on then swap bar and have it stay on.

What is the design decision behind still requiring it to be slotted on 2 bars?

Hmm. I guess I missed the part where banner has a cost. I'll look for the relevant note, but I'm curious, you say it's like cloak. Does that mean that while banner is active it will drain a resource?

Yes 459 mag and stam every 2 sec

Wait it isn't one bar now, why would you run it anymore? I saw the resource drain change, I was already planning to ditch it. Not being able to back bar it makes it pretty bad.

Its still top tier dps especially on arc. It eats max resource like mad now but it still usable with recovery food. And in organized raids recovery is often plentiful enough you may not even need to.

Thank you. I had for sure missed that chestnut. While I agree with another poster that the free crux will still be worthwhile, I'm interested in why this was done.

I thought I might use it for the lulz with Thief's Swiftness + Intellect and Endurance but it actually comes out worse for long term sprinting since the regen doesn't kick in until you stop sprinting... Actually useless skill now.

Wow kinda shocked at how many people are dunking on this skill.

This skill is absolutely one of the strongest skills in the game. The change to a cost was a buff for most builds. For anything with ~1200 recovery or so, this skill got even better this patch, as before it slashed your recovery by a third, and now its effectively reducing your recovery by 400 or so accounting for cost reduction buffs.

The buffs this thing gives are incredible, and the fact that it can automatically apply the class script every 5 seconds is insanely strong. Making it one bar only would make it a near must slot.

I actually prefer the previous version of banner. I never had to worry about banner turning itself off if my resources got low before the patch but I had it happen a few times in a recent vLC much to my dismay.
