Yep, they do drop. But ESO has a less than ideal random number generator setup, so you can have really bad streaks. Without going into detail, and using tabletop RPG terminology.. basically each day each of your characters is assigned a new set of dice to make rolls with. Sometimes the dice are weighted poorly and you can't seem to get a good roll no matter how many times you try. When this happens, it's best to switch to a different character that might be doing better that day. Or just save your surveys for another day when you're given a better set of dice instead of burning through all of your surveys if it's become apparent you're just not gonna get the Kuta.
Some players like to test the waters by taking some cheapo treasure maps out and seeing if they drop any Leads within 3 or 4 digs. If not, then they don't waste any more on that character for the day.

✭✭I rarely see a Kuta from a survey, it's rare enough that when I do I'm like wow been a while. Get a lot from the daily writs so it's all good though.0 -

Not worth getting upset about. Kuta aren't worth much on time basis. Even when they are dropping, they are relatively rare. I agree that enchanting surveys are almost worthless.
2.5K gold represents a couple minutes of farming random nodes.

I get tons of them when I clear mine out. Though I wish they had a chance at Hakeijo, Indeko, most enchanting survey's feel very lackluster and not worth doing most of the time.0 -
tauriel01✭✭✭✭Enchanter surveys are the least useful to actually bother doing. What you get isn't worth the effort to get it. You aren't guaranteed Kuta, or even Rekuta. And mundane runes don't drop from them, so why even bother? Everyone has a million enchanting mats in their craft bag, just ask someone for whatever you need lol1 -

I agree. My enchanting surveys get destroyed unless there's a daily gather X runestones endeavour that day.0 -

This is why a good recommendation would be maybe to add a chance for mundane runes or those you mentioned above. Otherwise it may just be easier to trash them0
