simply put, Azure was only as good as it was due to proccing off of Fatecarver, which could apply 3.3 stacks per second per person. With the shift of beams to direct damage (does make sense honestly in terms of consistancy) Fatecarver will not be a primary proc source. with the origional 20 stacks, the most a single person could proc Azure was roughly once every 5 seconds using Carver, Caltrops, and a Elemental wall. With just fatecarver alone, it takes roughly 6 players running arcanist to max out the proc rate, which is why we ended up with the AzureArc meta in trash pulls. Running Caltrops, and Wall, it becomes trivial to max out the proc rate in Trial content.
Removing Fate Carver alone from the proc sources of Azure is enough to tank the set into the ground, so why leave the nerf in?
