Yes, a huge point of the items being special for collectors is because the drop rate has probably always been bugged and that has made them very rare. There was the Sixth House Banner with the slight animation glitch in Vvardenfall they fixed the drop rate for after many years and a lot of people who collect rare items were disappointed instead of happy.

For example, I still have an old cake voucher from Chef Donovan that could be still be used to get an older anniversary cake - until Chef Donovan went on vacation and his Assistant took over. And a while back I finished my collection of every book furnishing that drops from a treasure chest. I ended up with a couple of those Morrowind banners after they upped the drop rate. And my inventories are all full of strange odds and ends from the 10+ years I’ve been playing, like jewelry that can’t be deconstructed, old quest starters, different levels of soul gems before they became universal, and a bunch of other things and it’s fun to come across them and ponder their existence. 🥰

i dont think the increased drop rate is what made collectors (myself included) unhappy, is was how they done it. they upped the droprate so much thats its barely even considerable rare anymore. it drops a LOT more often than any delve specific rare drops which definitelly shouldnt have happend in my eyes. they couldve doubled or even quadrupled the drop rate of the banner, considering how rare it once was. but they probably upped the drop rate by multiple 400. quite a shame imo

They did the same with the plan for the Khajiit Brazier, Enchanted.
For years it dropped from the N.Elsweyr prologue dailies (well, from the reward coffer anyway) only, and the drop rate was absolutely abysmal.
As in this was a multi-year endeavour on at least one character - often multiple - a day to get the first - and only - one to drop for me.
For years we said that this was asinine, for years we were ignored, then overnight and with not so much as a footnote on the patch notes they put in on all the loot tables that can drop these kind of plans, and as far as I can tell with no more or less rarity than any other comparable purple plan.
Great because this plan should have never been allowed to be that rare, it definitely was an outlier, but if for whatever reason you ignore us for so long those of us who did 'farm' for it with so unfavourable odds... well, it does generate some - in my opinion very much warranted - frustration.
