What time is the deadline for the content pass mages recall bonus?

I see that May the 7th is the deadline but what time on May 7th?
I'm really debating this. I like what's being said about the content pass.
However, as with everyone the cost of living has gone up. Money for leisurely activities needs to be carefully examined.
I've had issues with purchases on Playstation in the past and I'm concerned that if I were to do this with a new content pass structure I would encounter a lot of technical difficulties.
I love elder scrolls but going through PSN really has me double thinking about when or how much money I put into the game. It'd be nice to put a little bit more meaningful thought into it at the 11th hour
What's the likelihood that there will be a sale later on?

✭✭✭The item may not come back. A sale will happen for sure, but I don't think the recall will come back.
The good news is that there will most likely be another magic/mage like recall that may strike your fancy some day.
