Thieves Guild & Dark Brotherhood: Pouch of Ill-Gotten Goods, not all contents can be sold/laundered

Thieves Guild & Dark Brotherhood 'event'.

After opening a "pouch of ill-gotten gains", I got a 'monk's disguise' which is marked as 'stolen' but cannot be sold to a fence nor laundered.

It's very disappointing to discover these preventable bugs. :(

Aren’t monk’s disguises not able to be sold or laundered by design? They’re consumables, not treasures or valuables.

They drop from the shadowy supplier(dark brotherhood), are account bound and are not marked as 'stolen' from that source so can be banked and moved around within an account via the account bank between characters or otherwise stored (housing storage chests).

They have zero gold value, though, and cannot be sold.

What the OP describes is definitely a bug: if marked as stolen and without any means to launder them they can only be used by the character that obtains it. Or marked as junk....

OP describes two suspected bugs, not one: 1) they cannot be sold to a fence, and 2) they cannot be laundered.

There is no way for us as players to say definitively whether either or both of these are bugs. That’s for the devs to say. For the laundering issue specifically I can see reasons for and against suspecting it to be a bug. What I was pointing out above is that the normal design is already heavily restrictive. It requires these disguises to be consumed or destroyed by the player, nothing else — the devs may have felt it was not an issue in their opinion to restrict it to the character as well, especially as these particular event drops are being gotten on characters generally more likely able to make use of them. I wonder about that in this case specifically because these disguises are very particularly designed: they are not only account bound and impossible to sell but also unique and uniquely consumable, which creates immense pressure on us to use them as we get them (or otherwise destroy them). We cannot hoard them like the stacking edicts. We can’t sell them or even give them away (to NPCs or players). Keeping them in their sacks takes up valuable inventory space (especially an issue when we’re trying to get the other items that can come from this option from Remains-Silent and she really wants to cram our bags full of disguises). So these disguises are already quite restrictive normally when it comes to what we can do with them, and the devs have created significant pressure on us to use or destroy them, especially any more than one. On the other hand, there are historical comparanda to support the thinking that this is a bug: other normally account-bound items have been erroneously set to be unable to be laundered (e.g. IC keys) when they have dropped from events. In that case, however, the issue prevented those items from being stacked across the account and with non-stolen versions, whereas monk’s disguises normally don’t stack at all. Ultimately, since making the disguises launderable would give players more freedom in how to use them, albeit still within the normal limitations, I would see changing that as a good thing, whether or not it’s a bug.

As for selling to a fence, which was the first thing that OP claims to be bugged, I don’t see the same reasons to be suspicious or to expect a change there. These disguises cannot be sold normally, so why should they be able to be sold to a fence when they’re marked stolen? What we can do with stolen items is generally more restrictive (sometimes much more so) than what we can do with their non-stolen counterparts, not less. ZOS has the definitive word here, and they can always change their minds (about the disguises from Remains-Silent as well as the event ones), but I’m not seeing the logic behind the fence issue being a bug. On the contrary, letting the disguises be fenced might create an issue where players would use up part of their daily fence quota for no gain (as was happening with stolen Research Portfolios, which you can launder for 0 gold and end up with everything inside still being marked stolen). Better to junk them instead.
