If you play 4vs4, that's 24 players per session.
If you play 3vs3, that's 18 players per session.
In your opinion, what's the most suitable format?
This is just an example of the logic, I don't know how many servers are dedicated to BG or how many sessions.
What is certain is that the more players there are who can play, the less you wait for your turn.

WoW Arenas are 3v3... And also shuffle teams between 6 rounds (one life per round) so you can't get "stuck" with... less than optimal teams, but instead have to play with/against everyone and at the end you're rewarded with MMR based on how many rounds you won - this would be perfect format for ESO's solo queue as well.
While I personally think fighting 3v3 is more fun, this can work with 4v4 as well, it'd just require 8 rounds per match instead of 6.

but the rigidity of many pvp players is really frustrating. I recently joined a new pvp guild and stood in line with them for a 4x4 BG one evening. The waiting time for the match is 10-15 minutes and els group slowley efect. As a result, we played 4-5 matches... At the same time, I play 10-12 matches in a random queue. But it seems to me that at least some of them will go solo first. And here it would be nice to combine the turns of the group and solo, but not with 4 players in the group. If there are 3 players each, combining queues will not be so scary.

Well, I think the small indie studio ZOS, which releases MMOs from the first page of all charts, will be able to afford a little more servers xD

On some platforms, it's already impossible to play 8v8, so someone else wants 3 on 3...
I think it should not be BG, but a rating arena 2v2 3v3 in such cases...
