Seeking clarification on when to level new skill lines.

I've read through many other threads but none have managed to provide a definite answer. I would like to level up some new classes to prepare for subclassing but I am still unsure of whether I need to wait until the update drops.
I currently have a sorcerer and arcanist both with all skill lines at level 50. My best understanding of the situation is that when Update 46 drops, I will automatically receive the new class mastery achievements and their associated account wide upgrades.
This would mean that my sorcerer could pick up an arcanist skill line which will automatically be at level 50 due to having the upgrade unlocked correct?
Please provide any sources if you are making a definite statement. I am hoping to avoid this becoming yet another inconclusive thread.

Renato90085✭✭✭✭✭nope,you need training your swap skill line for lv 50 again and need double exp for skill line and morph
good new is green cp have a new cp for more exp
i have all class and all full skill line ,but my necro still need re-training nb skill line

I see. May I ask what exactly the upgrades you earn from the new achievements do on the PTS? Do they just allow you to skip the quest to unlock a new skill line for characters you've already leveled?0 -

the subclass skill line only need training 1 time, you can see my Assassination is LV 28,but i not training this skill line with my necro,the LV28 Assassination is my sorc trained
