Has ZOS ever made a DLC purchased with crowns free?

I am debating trying to collect the last few DLC I don't own. If I purchase a DLC, will a restructuring cause it to be part of something I need to buy anyway?

Really stupid to buy the remaining DLC, or smart move? If down the line they move the DLC into the content pass, and I need to buy the content pass *anyway*, just to access new content, then buying DLC now is throwing money away.

    Only Imperial City and Morrowind were made free, the latter was done so everyone access it during the High Isle Prologue quest.

    They have, but rarely and if it was a permanent change it was years after it released. Imperial City was released in 2015 and became free DLC in 2019, and Morrowind was released as a chapter in 2017, became DLC in 2018 and was made part of the base game in 2022.

    Some other DLC (like Murkmire and Firesong) has been temporarily available for free as a login reward or part of a promotion.

    Because IC was the first DLC and Morrowind was the first chapter some people predicted it was the start of a pattern and they'd keep making the oldest ones free, but if that's the plan it's taking a very long time to get to the next ones.

    Some things you might want to consider are:
    • DLC occasionally get discounted, as do crown packs so you could save some money by waiting (especially if you buy discounted crowns then buy the DLC when it's discounted), but I'm not sure when that will happen next.
    • When the next chapter season pass release comes out they're very likely to make a DLC bundle for Secrets of Apocrypha - Scribes of Fate, Necrom, Scions of Ithelia and Gold Road, which will be cheaper than buying them all seperately.

    There have been quite a few apart from the above mentioned. Orsinium, Murkmire, Clockwork city.
    However these have been given away trough monthly login rewards if they are celebrating something. Its never known beforehand if and what will be given away.

    What are those last few DLCs you want to get? We can problably make a more educated guess based on that.

    Actually, I learned today that they have already done this!

    It is called the "Premium Content Pass" and it include all the prior major chapters. It is $80.

    It appears that moving forward, what was once $30/50 for latest/+old chapters, is now $50/80.

    I only need several of the DLC dungones and zones from later chapters.

    That's not the same. That's like the chapter collections, like Collection: Gold Road. That includes all the previous chapters, and the base game, but none of the DLC.

    I'm talking about the DLC bundles available in the crown store, which group together all the DLC from a storyline. For example the Gates of Oblivion bundle gets you Blackwood (the chapter), but also Falmes of Ambition and Waking Flame (dungeon DLC) and Deadlands (zone DLC) for 3,500 crowns. It would cost 8,500 crown to buy all of them seperately, or 5,000 if you exclude Blackwood, so even if you only need the DLCs it's cheaper than buying them seperately.

    Yes, there are a couple of those that I need, that include the zone and both DLC. I think necrom and high isle. I have all the Greymoor year and earlier dlc already.
