Bound Tri-Restoration Pots where??

Siege Merchants will now sell “Bound Tri-Restoration Potions” for 1,000 AP each.

HYPED for this but I'm not seeing these potions at any of the siege merchants at the home bases in Cyro. Am I looking in the right place?

Same. I can't find them at any trader in Cyrodiil.

Secondly, I wanted to check if they are actually bound. No other alliance potion is bound. If they were unbound then they would be one of the few things worth using AP for to trade with PVE players.
