Broken graphics on Xbox Series X after update. Shading messed up, effects missing.

Right after the update the shading on my character got all broken. His face is black under certain angles, his back is black, while his arms are white (he should be generally white). When rotating character some parts go black some white. It looks like he's made of few different models slapped together and shaded separately.
For me it looks like NORMAL SMOOTHING ISSUE. This was never present for me in the game until now. It looks flat, broken, plastic. Here's some screenshots
On top of that, in Cyrodil half of the time my visual effects don't appear when casting a skill, even if there's no other players around. For example, Noxious breath appears maybe 50% of the time. Character moves but flames don't appear.

i'd like to note it's affecting npcs as well as player characters. it makes them look like they have a bruised eye and half face.

Performance (not fidelity though it seem to be in both settings)
all uptodate
will add screenshot if needed. suggestion to change or remove markings did not work for the Player Character and is irrelevant to NPCs.0 -

SnakeDodger✭✭✭Sadly the issue affects many, many npcs. It would be far less upsetting if it was only on your character but it's anyone with body/face markings. The fix is going to take a week, it's probably a good idea to pause any questlines until it's fixed because it is off-putting as hell to play like this.0
