That said, I learned with my first heist that the timer thing was a no-go and learned to completely ignore it. What's left is a wonderful solo dungeon with no other players around. I loot, sneak, snipe/kill every living thing within. The more foes I snipe the faster the stupid timer goes away. Then I get the cat's loot back to him when I'm finally done. Still get credit and actually enjoy heists done that way.

The time limit is to get the highest tier of rewards. You still get completion and almost-as-good rewards if you ignore timer.

Also, like any content, you can greatly increase your chances of beating timer by using a build for the content. Reduce detection passives and CP and gear sets, ignore sneak penalty passives and CP and gear sets, speed increase passives and CP and gear sets. A lot of these sneak-style bonuses are flat and you only need it in white/green to get max benefit. It is pretty cheap to gear yourself for sneaking. And properly geared, you can sneak faster than most players run, and practically step on the toes and remain unseen of all but the lantern NPCs.
