Are you talking about reporting posts/comments? Or about the big report sub forum to report game issues?

I assume it's the option for reporting posts/comments. On every Android version I've used since I joined the forum, the "Flag" option brings up a popup for describing why you want to report the post, but the actual submit button is inaccessible because it's off the edge of the screen and not properly scrollable.

I’m not on Android but I’ll post this in case it’s helpful: if you’re looking at it in a landscape orientation try rotating to portrait. I still have to scroll to see the submit button but that makes it accessible to me.

We have reported this to our forum vendor, Vanilla forums a few times now. We will follow up with them with another report today. We are aware, but this fix needs to come from the vendor. We will reach out again to note user frustration with this.

I get that the report feature is not very usable on mobile.... but if the report is seriously necessary, why not just access on desktop?

Not everyone has a desktop these days, especially when so much can be done via mobile.
(I mean, I'm a Millennial so I feel lost without having my "small Internet" aka smart phone and my "big Internet" aka my laptop for the super serious Internet stuff, but I know a looooot of younger folk whose only device is a phone.)

Very true. Many phones have "view as desktop" or something like that, that you can use to call up the desktop version of the site. You can use this to make reports on mobile.
Like mine is the three dot settings thingy, where I access my bookmarks.
It's obviously better if it works right and I'm glad that Kevin is passing this feedback along. But, this workaround can help users in the meantime.
