Update 45 PTS cycle being lacking?

The PTS road so far with 10.3.0 till 10.3.4. was pretty much disappointing for me because subjectively it felt like almost all across the board the damage and/or tools we have in content were tuned down without giving us anything worth of compensation. No relevant set buffs and almost no useful new sets so far. Again, this is purely subjective from my point of view, so if you disagree, feel free to comment.

I will not go into detail for the nice Quality of Life changes. I like the thing that you have now collectible disguises, green Champion points unslotted and increased mount speed but those things do not affect combat in any way. So for guys like me, who like to do 4-person dungeons and 12-person trials, this is a bit less interesting.

Arms of Relequen getting a one-line of Penetration is pretty much a damage downgrade compared to the current triple critical rating and stamina. In optimised groups you’d always try to reduce the enemy armor rating to zero.

Unleashed Ritualist sounds good on paper but on PTS the overall damage on a Mag Sorcerer with Maw of Infernal, and Ritualist was pretty much the same. I like the fact that you have the bonus passively but still it feels like a missed chance.

Way of Fire having removed max stamina and only triggering on Light and Heavy attacks reduces this set to „trash level“ and I doubt, it will ever see play again. If you restrict the proc to only light and heavy attacks the damage should be much higher.

Poisonous Serpent got nice 2nd and 4th bonus in 1st week patch but later on its 5th bonus made this set redudant because poison stacking is really bad with just the status effect. You can try it in Infinite Archive with Focussed Efforts but still, there are much better options.

Wrathsun and Soulcleaver getting a buff is „okay’ish“ but still far from making those sets playable. You’d need alot less stacking to reach maximum stack or it won’t even proc in some fights. Perhaps the (5) could be something like this „When you deal damage with a Dawn's Wrath ability, you gain a stack of Sunlight for 15 seconds, once per attack. You can have 20 stacks max and gain 10 Magicka Recovery and 10 Spell Damage per stack. When at max stacks, your Dawn's Wrath abilities deal 25% bonus damage and a Wrathful Nova is cast on the enemy, but you cannot refresh Sunlight.“ I’d also remove the mana deletion upon completion as it feels counter productive.

Why does Vandorallen, Noxious Boulder and Jerensi have so much lines of Penetration? Those sets are weak in terms of damage already (poor scaling in comparison to other dps sets) and when giving penetration instead of weapon damage makes it even worse.

Lucilla’s Windshield sounds poor because Minor Brittle is easily achieveable these days just by having a frost staff active. If you would add Major Brittle in there, this set could see play in some occasions since Major Brittle is currently exclusive to Nunatak.

Fledgling’s Nest would’ve been a nice support set if there was no Arcanist in the game. Currently you can make this entire set obsolete by having one Arcanist slot Zena’s Disc. And since there is hardly any trial group without an Arcanist these days, they won’t need that.

Blackfeather Flight … I have zero clue what to do with this set. Is this for Scroll Runners in Cyrodiil? I have no niche, i can imagine this set being useful.

What I would like of the next PTS?
If you would love if you could increase the combat value of unused sets. Especially the Infinite Archive sets are mostly trash not worth using. And with hundreds of sets in ESO, it is sad that only a few dozens are actually being used.

    NIce point about itemisation.
ESO needs more gear otions now more then ever.
Ideally reworl old sets into 3/7/10/12-piece based on content it looted from.
    I think something like :

    3-piece sets - Openworld/quests | 3-piece perfected - delves/public dungeons/world bosses/world events
    5-piece sets - Normal dungeons | 5-piece perfected - veteran dungeons
    7-piece sets - Normal trials | 7-piece prfected - veteran trials
    10-piece sets - Normal arenas | 10-piece perfected- Veteran arenas;
    12-piece sets - Archives;

Agree with the itemisation revamp but lets not flood the game with perfected items in dungeons and overland and IA. Let them just be in trials (Can add perfected in the old ones for example, although i dont like the idea of perfected items in the first place). I invite you to check Skinny Cheeks suggestions in his discord server, did an amazing sheet with sets reworked.

The Craglorn trials already sort of have perfected items in that there are 2 versions of many of the sets, though with different names. For example compare Quick Serpent and Vicious Serpent.

yeah if perfected versions of everything was released you would just have power creep across the whole game.

People also dont seem to recognise how harmful mythics and 1 piece or 3 piece type sets could be. Its just much higher efficiency

Minor correction here. This has been the PTS cycle for U45. The main focuses have been the dungeons, Cyrodiil Champions test and some Quality of Life features to help prep for the rest of the year. Also fixing what bugs we can for this update cycle.

The Relequen thing is double frustrating because it also buffs the set in PvP where its effect is unwanted, all it does is power up ranged proc spam cheese strats. It's also frustrating that they nerfed mid-tier Way of Fire for PvP balance concerns, a set that rarely gets attention anymore, while ignoring the massive outcry over the horrible Rushing Agony proc.

I mean out of a few three piece sets we have none is used in any kind of build, except for 1-piece trainee. They may as well limit character to use one set of each type except for 5-piece.
I mean if wouldnt mind if they reworked wxustung three pieces to something useful, for example
    Agility
2-piece adds 986 crit chanse (1.5x crit bonus)
    3-piece adds 258 weapon/spell damage (2x damage bonus)
    Willpower
2-piece adds 200 mag and stam recovery (~1,25x recovery bones)
3-piece aads 1400 mag and stam (~1,25x stat bonus)
    Endurance
    2-piece adds 2100 Armor (~1,5x Armor bonus)
    3-piece adds 2000 Health (~1,5x health bonus)

Even then this sets would break into meta, sine they are jewerly sets and could take a slot of a mythic you planning to use. But still, they would make much more sence and would be updated to hybridization, for they had remained untouched since their release in IC.

And about perfected versions its just off the top of my head. I would like to see harder content yield better rewards, but for that ZoS definetly have to increase overland challange mode for sure.

People would use 3-piece sets if they were better than they currently are. It's a failure of itemization that they aren't used.

@ZOS_Kevin, Necromancer players have been discussing the need for quality of life changes to make this class more competitive. Last year, Sacrificial Bones and its morph Grave Lord’s Sacrifice were added, and this was ostensibly something the team was to keep an eye on. Why has this gone for so long without a comment, etc.?

Isn't there supposed to be a patch today?

Last PTS update was two weeks ago, which is the typical release cadence.
