Houses
While exploring houses in ESO, I noticed that some are labeled 'This house is not for sale.' Why is that? Will I be able to purchase them later?

✭✭✭Like @allochthons said, there is some sort of rotating schedule where houses go on sale, though don't ask me what it is. Why they aren't all for sale at the same time is baffling. Plus, some go on sale for a discount at various times, again, I don't know when.
Your best bet is if you see a house you want and its on sale, buy it and just be ready to see it go on sale for cheaper at some point in the future.0
