Trouble with Mnemic Egg quest in Shadowfen PC NA

During New Life Festival I accidentally abandoned an important Zone quest in Shadowfen. When I finally got back around to wanting to finish Shadowfen, that's why when I noticed. I had to use deductive reasoning to figure out what quest I abandoned. The Hatching Pools are marked as complete on the map, and when I visit all of the NPCs confirm that it's complete. Loriasil is not complete on the map. But the NPCs there don't have quest markers. Not even the Argonian Vicecannon. So I looked up what quest links the Hatching Pools to Loriasil, it's the Mnemic Egg. The quest giver for that is the Dunmer Vicecannon at the Hatching Pools. Speaking to her again doesn't help either, she acts as if she's already given me the quest and has no quest markers.

I put in a ticket, but it was closed with no response. The problem I have isn't that I care a great deal about Shadowfen, but this is my main character, and I really want to complete the full Alliance quest line. I don't think I can get the final Ebonheart Pact dye without completing all the zones either. I've put a lot of time in Alaric Valisson and don't want to have to delete him and start over. I've already had to deal with starting over twice after losing mains.
"'You have suffered for me to win this throne, and I see how you hate jungle. Let me show you the power of Talos Stormcrown, born of the North, where my breath is long winter. I breathe now, in royalty, and reshape this land which is mine. I do this for you, Red Legions, for I love you.'" The Many Headed Talos - Michael Kirkbride

What type of ticket did you submit?

Bug/feedback tickets are automatically closed, as they are considered reports that go directly to the developers. It is explained in the acknowledgment message you receive in game when you submit one that you won’t get a reply unless someone at ZOS has questions for you.

Help tickets get a response, but the initial response will likely be an automated reply. If you don’t reply to that, the ticket gets automatically closed after four days on the assumption that you have found a resolution. (This is also explained in the automated reply.) If you respond, though, it will go back to Support for someone to have a look.
