How can my two new characters activate the Welcome to Cyrodiil quest please!

I started a new character on both servers this week on PS4. (Both characters are named Dorcas Tabitha.) When they reached level 10 they travelled to Cyrodiil with the intention of picking up the Welcome to Cyrodiil quest. Speaking to the relevant NPC (Arcarin in Dominion; Olvyia in Pact) did not give me the quest nor remove the quest marker from their head. Very frustrating. I tried speaking to Fangil etc and receiving the repair kit and using it; even tried practicing siege weapons and tipping oil - nothing. Had to leave Cyrodiil as pointless being there.
Please fix this @ZOS_GinaBruno @ZOS_Bill @ZOS_Icy
It is impossible to use Quest Help for this problem because the quest doesn't trigger when I speak to the relevant NPC (despite their dialogue being correct) therefore the quest is not listed in my Quest Journal.

did you follow the walkthrough as described here https://en.uesp.net/wiki/Online:Welcome_to_Cyrodiil_(Dominion) or you can skip all the training by speaking with grandmaster sorcalin

TruthSeeker✭✭✭I have managed to trigger the Welcome to Cyrodiil quest on both servers by visiting the Harborage and completing the first quest in that storyline, and then travelling to Icereach.
It would be helpful if this was listed as a prerequisite to starting the Welcome to Cyrodiil quest.2 -

That quest is not a prerequisite, so it would be inaccurate to list it as one.
Here is a character who just reached level 10 a few minutes ago and was able to acquire Welcome to Cyrodiil while never having advanced any of the main questline:
If something about doing the Harborage quest helped you, it may have been coincidence or something not specific to that quest.
