While there was no maintance banner I tried and succesfull logged in. Then i woundered why so few guildis are logged in. A guildi told me that maintance is announced in forum but not preformed. @ZOS_Kevin is it a bug ? Don’t won’t to be punished for something just want to make sure

Don't pay much attention to the forum banner since sometimes it remains for a while even when maintenance is over.
Better to check the in-game announcement when trying to log in.
