There's one thing I don't understand. Tooltip says 'damage done to monsters' What does 'monsters' stands for? All enemy NPCs? or just trash mobs, excluding bosses? Haven't managed to find any clarification on this point.

It isn't that clear, i'm afraid. If it would be anything that isn't a player it would be stated as "damage done to NPCs", i guess.
"to monsters" means these --> https://en.uesp.net/wiki/Online:Monsters
in my opinion. But i didn't testet it, so i'm possibly wrong.

Have you ever read that line in any tooltip in eso?
Slayer buff etc state „monsters“ too yet it works on „human npc“ and dps dummies.
Better to test it before correcting someone.

Yep. What this person posted is spot on. Anything not a human player is considered a "Monster". That goes for all items in game with that description.

Ah, it's a thing of different wording in different language versions. Didn't expect that in this case.
I have neither the time nor the inclination to test everything at anytime, i prefer communication and a helpfull community.
So thanks to everyone for clarification from my side too.
