Merciless Resolve Weapon VFX should be conditional on Max Stacks

That is to say: Active while you have maximum stacks, inactive while not, being true for its parent skill and sibling morph too.

This would give users a visual indication as to when that ability is ready, for better QoL when it comes to rotations.

It would also serve as a telegraph and a warning signal to opponents in PvP, that can potentially be played around.

I recognize that less time with a big glowy weapon would be nice. But, you can tell when the ability is ready because the icon on your bar glows. You can also track the number of stacks if you have your buffs visible.

Also, the bow proc has a 400 ms delay between when it fires and when it hits, meaning you can block or dodge it just fine if you’re quick.

Well it'd be nice to be able to better focus on the boss/mechanics in the center of your screen than checking the bottom bar.

And hey, why not an additional part to the telegraph in PvP.

I feel like this is the best option. I like having the glow as an option for screenshots, but having it all the time is ridiculous feeling.
